Senators from the Frente de Todos presented, at a press conference, a bill so that retirees who do not have enough contributions can refinance their debt through a payment plan. The contribution will be updated with the mobility formula and will be deducted from the pension credit received by each beneficiary. It was proposed by officials close to Cristina Fernández, the authorities of the José Mayans Popular and National Front blocs, and of Citizen Unity, Juliana Di Tullio together with Senators Mariano Recalde and Anabel Fernández Sagasti.

Currently, women over 60 years of age and men over 65 who have 30 years of contributions can access retirement. According to statistics compiled by the Executive Branch, people who meet these requirements make up a minority, limiting the calculation to 1 out of 10 women and 3 out of 5 men.

“We want to allow the workers to be able to regularize their situation and catch up with the contributions that they could not meet, due to working informally,” Senator Fernández Sagasti announced while detailing the details of the payment.

The refinancing of the pension debt can occur in two situations:

People who have reached retirement age and owe contributions

It is estimated that there are 447,000 women and 297,000 men and they must pay a contribution equivalent to that made by an active worker. It is calculated on the minimum taxable remuneration and can be canceled up to the year 2008, inclusive. The income from the fee compose the contributions and contributions that are destined to ANSES. To request it, they must resort to ANSES, request the benefit and the periods with contributions will be identified to calculate the remaining debt, the fees will be set and payment alternatives will be agreed upon.


People of pre-retirement age who calculate that they will not meet the required years of contributions

They are women between 50 and 59 years old -it is estimated that they add up to 552 thousand- and men between 55 and 64 years old -327 thousand-. Step by step to similar, past periods of missing contributions must be identified, which will be canceled for the value designated by the Contribution Cancellation Unit at the time the process is initiated. The canceled units will be registered in the person’s work history and once the requirement is met, they will allow access to retirement.
